The Utah Technology Industry Council was created in the 2003 Utah Legislative session as a part of Senate Bill 151 (pdf file) entitled "Amendments Related to Information Technology".
SB151 created an independent commission to be known as the "Utah Technology Commission" (UTC). The commission is made up of 13 members, five from the House of Representatives, three from the Senate, representatives from the executive branch, judicial branch, public and higher education along with the state Chief Information Officer.
The duties of the UTC include studying the present and future information technology needs of state government; making recommendations for promoting economic development of the technology industry of Utah including participating in joint meetings of the steering committee of the Utah Technology Industry Council (UTIC); studying the present and future technology needs related to the state's economy and quality of life of Utah's citizens; and, preparing legislation concerning technology for submission to the legislature for consideration in the annual general session.
SB151 also created an independent council to be known as the "Utah Technology Industry Council" (UTIC). The council is made up of an eight member Steering Committee including a Governor appointee from the Governor's Office of Economic Development; six officers of technology based industries or directors of industry associations, two each appointed by the Governor, President of the Senate and Speaker of the House of Representatives; and an elected official of a Utah municipality or county, appointed by the elected Chair of the Steering Committee. The Steering Committee prepares a charter for the UTIC, and identifies additional voting members of the council including industry representatives from key technology "ecosystems" and from public or higher education.
The duties of the UTIC include conducting research and performing studies of best practices in the worldwide private and public sectors that could foster technology business growth in the state; prepare assessments of the status of technology industries in the state including needs and opportunities; develop a technology strategic plan for the state addressing the future of technology based businesses and their future economic value to the state and the impact on the quality of life of Utah's citizens; develop plans, public and private initiatives to meet strategic objectives, and proposals to support the creation, retention, expansion, or attraction of technology industry businesses in the state; and, study other issues as directed by the UTC related to economic development of technology industries.
The UTC and the UTIC will meet jointly from time to time to review status, exchange recommendations and prepare legislative initiatives to promote the stated objectives of the two bodies. Voting members in these joint meetings will include the thirteen members of the UTC and the eight members of the Steering Committee of the UTIC.
